Kubasiak, Fylstra, Thorpe & Rotunno, P.C. represents clients engaged in business transactions with state and local government agencies, boards and commissions. Serving as counsel for private sector interests, the firm has provided representation relating to development agreements, land use and planning, governmental regulations and licensing, tax appeals, finance, and legislative and administrative hearings and procedures.
The firm also practices before the Illinois Health Facilities Planning Board, providing counsel on Certificate of Need applications and related matters.
The firm represents clients in connection with their negotiations with the City of Chicago relating to construction in the City or relocating their businesses within the City and advises clients on the myriad of legal and administrative issues, including permits and licenses which arise in these projects. With extensive experience working with City of Chicago departments and agencies and City Council committees, the firm is well versed in the procedures and practices of the City Council and regularly represents clients on matters pending before the City Council.
Representation has included major Chicago institutions in matters relating to City of Chicago taxes, licensing and regulations, with ongoing representation of several of these businesses and organizations with respect to local governmental matters.
A member of the firm has served as counsel to the Illinois State Treasurer for general administrative matters, investment practices and policies, investment contracts, and intergovernmental matters, and has served as special counsel to the State of Illinois in connection with creating the Illinois Home Ownership Made Easy Program and the Illinois Insured Mortgage Pilot Program. The firm represented the State of Illinois in a number of loan transactions including the negotiation and restructuring of over $50,000,000 in defaulted loans.
